Johnson County Schools’ Title I Program serves all four elementary schools through the school-wide model. The school-wide model allows Title I funds to be used with other funding sources to upgrade the entire educational program of a school when at least 35% of its students are from low income families.

The School Improvement Team at each school annually assesses and prioritizes the school needs and objectives in meeting improvement goals. Rather than identifying only specific children for services, our schools plan their programs to provide a high quality curriculum and instructional program for all students. Schools are encouraged to be innovative in their approaches to increasing the rigor, relevance and quality of research-based instructional strategies. Proactive intervention, rather than remediation, is the primary focus of the school-wide model. Extended learning time, higher-order thinking skills, and problem-solving skills are integral.

All of our elementary schools receive an annual school allocation from Title I funds for instructional materials, professional development, and family/community engagement. In addition, Title I funds are used to provide reading teachers, reading tutors, classroom teachers and teacher assistants at elementary schools based on needs as funds allow.

The ultimate goal of Johnson County’s Title I Program is to provide our students with multiple opportunities to meet and exceed challenging state and national performance standards and to develop skills contained in the academic content standards that will help them accomplish lifelong learning goals. Beginning with the first day of Pre-K or kindergarten, our goal is to fully prepare students to be college or career-ready upon graduation from high school.

TITLE I

IMPROVING THE ACADEMIC ACHIEVEMENT OF THE DISADVANTAGED

STATEMENT OF PURPOSE

Title I of the Elementary and Secondary Education Act of 1965 (20 USC 6301 et seq.) is for improving the academic achievement of the disadvantaged.

The purpose of Title I is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. This purpose is accomplished by:

  • Ensuring high quality academic assessments, accountability, teacher preparation and training, and aligned curriculum and instructional materials
  • Meeting the educational needs of low-achieving students
  • Closing the achievement gap between high-performing and low-performing students
  • Holding schools, school systems and states accountable for improving the academic achievement of all students through the provision of a high-quality education
  • Distributing and targeting resources sufficiently where needs are greatest
  • Improving and strengthening accountability, teaching and learning for all students, especially the disadvantaged
  • Providing greater decision-making authority and flexibility to schools and teachers in exchange for greater responsibility for student performance
  • Providing students an enriched and accelerated educational program
  • Promoting schoolwide reform and ensuring the access of students to effective, scientifically based instructional strategies and challenging academic content
  • Significantly elevating the quality of instruction by providing school staff with substantial opportunities for professional development
  • Coordinating services of this title, other titles, and other services
  • Affording parents substantial and meaningful opportunities to participate in the education of their children.

JOHNSON COUNTY SCHOOLS

TITLE PROGRAMS in ADDITION to TITLE I

2020-2021

TITLE II-A (Preparing, Training and Recruiting Quality Educators)

Title II-A funds are used to provide quality professional development opportunities for teachers,

paraprofessionals and administrators. Professional development includes training sessions,

workshops, and coursework to ensure highly qualified instruction for all students. Title II-A

funds are being used to provide professional development opportunities across the district.

Funds are also used to send teachers to conferences that strengthen teaching practice.

TITLE V (Rural and Low-Income Program)

Title V funds are used to enhance technology in the classrooms, such as Interactive TV’s and

other technology equipment and supplies. Title V also provides site technology coordinator

stipends at all schools and funds a part-time technology assistant for the district.
